I think the guy, as terrible as he was in other ways, just really really liked jerky. This one especially seems to clarify they are just talking about actual jerky. Here's a normal shopping list, clarifying that the steaks are for making jerky. Apparently NY strip steak according to an earlier email. Lemongrass and ginger being mentioned makes me think it's probably a teriyaki jerky.
I'm not sure about every state, but as far as I know that would just constitute an open container. You would have to be over the legal limit with a breathalyzer or blood draw, or fail a roadside sobriety test to receive a DUI charge.
SimCity is the last time I was excited for a modern remake of a game, and likely the last. It was such an incredible letdown, you couldn't even open the game at launch because of the always online stuff. Most every remake of a classic has been terrible ever since, I'm happy to be proven wrong though.
