That sort of self-gratifying nonsense only works if the target is more successful than you. Using it against a target that is less successful than you would be picking on people who can't defend themselves.
Notably these are all problems in other states too. Most of them just use police to lock them up instead. Not better.They don't always lock them up. Sometimes they put them on a bus to California.
In the USA private homes are not usually required to have them. Rentals, yes, but that's a responsibility of the landlord.
