The only thing unintentional about this was killing passport holders from western countries. This is a clear pattern of targeting aid convoys.
I bet that was intentional as well. Their strategy is to starve Gaza, and after these killings all international aid agencies are pulling out. No food will be going in. It's the same with their targeting of reporters and their families: they don't want information to come out either.

I don't think even that's true. I think any potential consequences this story making the news could possibly incite have already been set in motion from what's already been in the news the past few months. They won't take any additional hit from one more thing added to the pile, but this being in the news will make activists think twice about risking their lives to provide aid.

They are also used for assassinations since they minimise collateral damage or assets due to their small kill radius in comparison to larger, explosive bombs.
