This reads like a demand for Russia's unconditional surrender, rather than any serious peace negotiation. Imagine blowing billions in aid and materiel and thousands upon tthousands of lifes lost, and somehow thinking you can demand MORE than what you had at the start of the conflict.
At this point in time, the likelihood of Russia accepting any accord seems low to me. They know now that any agreement with NATO isn't worth the paper it is written on and would simply be used as a cease fire to allow them the time to rearm Ukraine. I can't imagine how you get the trust back that any agreement would be binding. .
At the very least, Ukraine needs to be making a concession of neutrality to even be considered.
