Allegedly, yes. But then, allegedly we're also buying shells from DPRK. From what little I know about the situation in the factories that work for MoD (personal anecdotes), they're trying to crank up production, but it is difficult due to staff shortages. Specifically, highly qualified types required for a lot of engineering in question

I could even believe that tbh, you can never have enough shells and DPRK have huge stockpiles of exact same shells Russian artillery use, so selling some older ones to be used would benefit both sides. It does not automatically mean Russia is unable to replenish their stock, but would give them wider safety margin.
