He's psychic!
He is from Command and Conquer: Red Alert 2, and also the expansion to that game named Yuri's Revenge.
Arguably some of the best RTS games of all time, many campy, iconic characters in hilarious schlock tier FMVs, extremely good music, batshit insane alt history/timetravel setting.
Hoepfully without spoiling too much, Yuri starts off as a top advisor/lieutenant to the alt history Soviets, but then kind of goes rogue in the expansion.
