I think the target audience for e-bikes are people who are mainly looking to transport themselves, and consider any amount of additional exercise gained in the process to be of less priority.
I personally value the exercise I get from riding my bike quite highly and therefore I choose a regular bike, but I also understand that I (and hence we) are in the minority here, and that e-bikes have immense potential for improving our society as a whole
