When you allow a tiny subset to so plunder a population that the basic human rights of shelter, food and free thought become effectively more unattainable than they were in feudal medieval Europe then members of that population do not have any invested interest in the continuation of the system, even if that involves their own extinction. The pressures are sufficient to override the fundamental organic urge to survive and reproduce.
The entire dynamic is off somehow, so age verification is for the safety of children but won't be implemented on some platforms for reasons that are by extension more pressing than child safety, as if such reasons might exist.
