Doctors almost universally follow government guidelines because they aren't a research powerhouse and will do what their personal insurance tells them to do to not get sued.
I had one of these and I gave myself the highest marks possible too. My manager took me aside and told me I can't do that and tried to get me to admit to lower marks.
