This is the way to do it. I understand the car tax but because it's not based on income, only the elite get to drive around NYC now.
Instead, actual car free sections fix the problem and are fair to everyone.

This is cool- but yo if you need to take a cab across town you’re fucked
This hardly makes a difference since you're already fucked most times by grid lock if you're in a car anywhere in Manhattan. If you need to get across town faster, do what the rest of us do, and take the subway.

There are open intersections for cars spaced out every bunch of blocks
It would be cheaper to buy a new car and abandon it at your destination than take a cab across town
How is a 20-40 dollar cab ride cheaper than a new car?

I've never taken a cab across town, but I don't live in Manhattan itself. Bus, train, or just walking has always been enough. (Or biking, for the brave)
