I am assuming the 30 declaration is because the snow melt will start then. Anyone have additionally info?

The melt has already started. We did not have a particularly wet winter and rain has been rare this spring so far. There's some snow on the higher peaks still. I'm not sure how much pack is left.
But don't worry - they'll continue to build new homes and not bother with any serious water conservation efforts.
