- https://en.malt.fr/ started as a french website but they're in multiple European countries now (also UAE idk why, shame), you chan change countries in the top right of the webpage
- https://dribbble.com/ is legally based in Canada but maintained by a fully remote team, designer in here are from all over the world
Upwork, Behance, Contra, are all registered in the US, but you may find freelancers from Europe, though, Contra has no fee
It's not the place for self advertising but I'm a designer myself, feel free to DM me. If you need a set of icons, be aware that there are tons of open source libraries available online, I'll try to list a few later today
