And in order to have taxes to collect, you need a functioning economy, so you need infrastructure like roads. So now you need an office where roads are planned built and maintained. And you want electricity, but grid is complicated, so you need an office for that. Also your underlings still need to eat, so you need to organize agriculture and transportation of food...

It all boils down to needing a reasonably staffed administration. So yes, a full shutdown will slow down the takeover.
