Fascists still need an administration.
At the very least to coordinate and pay the people with guns. But to pay the people with guns you need people collecting taxes. So you need tax administration. And in order to have taxes to collect, you need a functioning economy, so you need infrastructure like roads. So now you need an office where roads are planned built and maintained. And you want electricity, but grid is complicated, so you need an office for that. Also your underlings still need to eat, so you need to organize agriculture and transportation of food...
It all boils down to needing a reasonably staffed administration. So yes, a full shutdown will slow down the takeover.
My worry is musk and his merry band of malcontents are probably excited about the prospect of a showdown shutdown because then there won't be anyone around to interfere or watch what they're doing.
