This article seems to concentrate on primary and secondary education, but Ontario is also the province with the lowest funding for post-secondary education in Canada. The Ford government provides about $8,000/student, less than half of the Canadian average. The next lowest province is Nova Scotia, which pays over $13,000/student.

And yet somehow he wants to pay $100 billion for a tunnel under the 401.
He’s doing what he can to increase his vote share.
