An agreement without actual plans for execution and punishment for not complying is worthless anyway.
The agreement is only worth the paper its written on. The climate doesn't give a shit where the pollution is done. Making pollution regionalised is the dumbest thing ever.
Want to pollute to get your cheap low quality crap? Just move the factory overseas. Now you can extract that from your emission.
