Isn't that basically the whole point of a dye? If you didn't want permanent you'd go with makeup.

Dyes come in different permanence, but some colors like to stick around for longer. For example pthalo based dyes(or paints even) likes to stain everything and have a tendency to leech into places you don't want them. Yellow dyes tend to fade from UV exposure very easily. I have no idea what's in that green dye, but holy shit I hope it's not carcinogenic.

No way a commercially available skin dye would do something like this and it also wouldn't dye more than the uppermost layer of the epidermis, which should renew itself fairly quickly. A few peelings should take care of it. Humans shed a lot of skin cells. That's basically what dust is (and what dust mites eat) and why even the cleanest bed has tens of thousands of dust mites on it.
