TL legacy now Legacy launcher is unavailable from the official website what are some ways i can get it without malware or tlauncer inc. ?

you could try using the interne archive if you are set on using TL legacy or use a different launcher like PollyMC
use MultiMC, it's better than official and legacy launchers. and still receives support.
- Use prism, it's a more up-to-date fork of multiMC.
  
  PollyMC has more features since since it adds back the ones Prism Launcher devs took out. Also has ely.by account support.
I had it on my computer. Note that its not a .exe but a .jar file. You will need java installed before you can run it. minecraft.jar

  Use vpn of other country, i guess owner of site have been reported by DCMA.it's downloading fine from Belarus/Ukraine/Russian ip.

Is this just a minecraft mod launcher? If so, GDlauncher works real well.
