why cant i create a community?

Do I need to be on a different server?

There should be a create a community button on the top bar
- These is but when I got submit, nothing happens
  
  I've been having the same issue. Any chance you've tried not on mobile? I haven't been at a PC but was wondering if it was just a mobile issue.
