Mykola Azarov was PM under Yanukovych who was toppled for being a very corrupt mf, must some added context.

Or...now hear me out...he knows that Putin isn't going to actually stop trying to steal Ukrainian land and resources. So, it's not that he's "counting on prolonged war"...he's just expecting it to never end.
