But California won't, so nothing will change
- Kinda sorta; because it's a fleet average, it means that EVs will be marketed in the states following the California standard, but not the rest of the country.
  
  I mean Cali still won't allow a truck that gets 7/mpg so those cars/trucks will become niche. California is the state with the largest population at 12%.

Maybe at least they'll start shrinking cars back to normal size
