I like how in Harley Quinn Gordon is always doing this blunt statements. Like he means it as a joke, but deep down inside he knows he speaks the truth.
I think the writers were doing the opposite. Gordon, like Batman, are peter Griffin-esque baffoons in the show. Baffoons are generally given a pass for embodying offensive ideas in fiction.
Some may take it as an endorsement, but the source saying it on such regurgitated, talking point terms was skewing the actual capitalist idea that it's always right to just take the fucking money, even from the legion of doom.
