it means exactly what I think. an element or factor is exculpatory when it excuses or otherwise positively recharacterizes a legal or ethical crime.

You may have something there. Apparently Adams didn't own slaves and deliberately hired free black people. Idk of that proves this was satire but it at least opens the door to the possibility.
