"avoids direct responsibility" au sens où ce ne sont pas les autorités qui commettent les gestes... mais évidemment, comme la vidéo le présente bien, la complicité demeure via, par exemple, les armes procurées en pleine connaissance de cause... et donc une part importante de responsabilité revient aux autorités...
