That's a nice description. I would say for me, it's when I'm not afraid or worried about everything all the time. These occasions happen, thankfully, but not too often. And sometimes through out the day.
And as always the USI citizens are going to be the ones that suffer from their government's actions. Unless it's the maga that suffer, then that's fine by me.
(although for me it's certainly nonexistence)

Old maps? More like future maps. And killing civilians, mainly children, has always been used by the USI. To me it seems to say that they can do it, and no one will stop them, or stand in their way, because they'll do the same to those who oppose.
