I have had several dogs fail to find other homes after fostering them. In every case, the pound was more than happy to provide me with everything I needed to care for the dog, got it's shots and any treatment it needed, and then gladly signed the dog over to me for whatever I felt comfortable donating when I said I'd like to keep them. My first dog I gave them 5 dollars, which as the cash I had in my wallet, and the gal running bought me lunch and a beer out of her own pocket while I signed the paperwork.
