    Someone explain to me how I am to see this "rate" as - is it adoption rate or usage rate? IF it is adoption rate 13.5% of all large firms are using it? and it's declined to 12%? Or is it some sort of usage rate and if so, whatever the fuck is 12% usage?

Did you know that UNLIKE other countries, the military, and the ministries of defense, police and border guards do not answer to the head of state or the head of civilian government but the chief of the military? That's the way it was written into the constitution which was created by the military. The military is a completely independent political entity in Myanmar and does not answer to anyone but its leader. The chief of the military back when the Rohingya happened was Min Aung Hlaing, the current head of the junta and still chief of military who staged a coup in 2021 when the military's political party didn't win the general elections at the end of 2020.

    The military's political strategy is ultranationalism cloaked in religious extremism, borrowing heavily from the success of BJP in India. So Rohingya were a political tool for them, using the campaign in Arakan to further their political cause back in 2017.

Since the British colonial days, Thailand has been the destination of choice for Burmese exiles and refugees. Thailand hosted hundreds of thousands of Burmese refugees during British colonial era. These refugees were the source of a large Burmese independence army that trained and marched back into Burma during WWII.
