They should be dealt with in the same manner that we dealt with Ma Bell. I.E fined up the ass and broken up into smaller competitors. Then they should be regulated like broadcast media and forced to block accounts from non democratic countries, and fined heavily for any account/message they let through.
A fine should be a deterrent, not a cost of doing business
I mean, my first thought was, "oh, so you've abducted people and taken their ID's. So they'll seize cash and property, legally or not"
Even down to insurance companies being able to benefit. You provide life insurance for people that get abducted, and no one can prove they die. No pay out, at least not for a long time, by then the beneficiaries will also be gone.
