Solar with net metering was so good that it became a victim of its own success. If they really cared about dealing with the duck-curve as quickly as possible, they'd keep offering net metering, but require battery storage.

It wasn't declared as vat because usa doesn't have vat, only sales tax. Sales tax is similar to vat, but not the same, so declaring sales tax as vat would be fraud.
