Honestly, I'm not sure either at this point. Initially, the end game seemed to be to try to crush Russia economically and cause some sort of a regime change. That obviously isn't going to happen at this point. What I think is happening is that western politicians have now painted themselves into a corner by drumming up the war so aggressively for the past two years. Cutting and running would result in a severe political backlash against them, and will likely end up being career ending for a lot of these people. So, they're desperately trying to find an off ramp that allows them to save face in some way. However, any such off ramp requires Russia to play ball, and there is absolutely no reason for Russia to do that.
