Pretty sure she doesn't mean it will be too loud for a dead body, she means the grave may be affected by construction (moved, driven over etc).

If the construction would be rejected for impacting native burial grounds under the same circumstances then it isn’t a silly objection.
Burial grounds are culturally important.
That would be justified when the construction goes right through or on top of a burial ground or graveyard or some such. Not near it, that's downright stupid.
Yes Im certain people would agree after being interrupted mid funeral and having to wait for a noisy train to pass.
