I believe the only legitimate way for law enforcement to be accountable to the public is with a Citizen Review Board.

Citizen review boards make it worse. You cannot throw more money at the pigs and get them to behave better. The solutions are less money and more legal consequences.
Apply the law to police officers. Problem solved. No exceptions for extreme violence just because you're carrying a badge.
No more "I was scared so I had to murder him" (although to be fair that's legal for civilians in some states as well.)
Yes legal consequences. Simply hold them accountable
