The Abbasid Caliphate: Yes, I'm a nonhorseback civilization. It's better this way.
The Abbasid Caliphate, and the Rashidun and Umayyad Caliphate before them came to regional dominance in part because of their strong horseback cavalries. The Mongols curb stomped them anyway.
