They are actually locked out, not on strike.
They could, but the railway companies would legally be allowed to fire and replace striking employees.
Good luck training 6000 more employees
The railroads would just hire tons of foriegn workers and throw safety out the window to speed up training. And our government would let it happen because it is the "only way" to fix the strike.
They are already doing that, just like every other industry.
