Wow, its exactly the other way around. The agent should advertise VPN. And the user should take Tor instead.
Combining both is worse, too. Like others comment.

Because, adding a second layer of security? Nah bro, in a case of investigation about suspicious traffic a tor & vpn user "glow in the dark".

My ISP will just see I use a VPN all day. They will never know I use Tor.
