It's The Artillery Stupid could be a factually correct byline to a history of modern war textbook... this is fantastic news!
I mean "logistics" maybe fits better than artillery but the most scalable way to leverage a logistics advantage is artillery.

around half of the ammunition sent last month was so old that it needed to be sent to Russian factories for refurbishment
I feel like if an artillery shell is in such bad condition it needs refurbishment, it would be easier to just make a new shell instead.
An artillery shell is literally just explosives and an outer shell. The primer is added later. Are they sanding off the rust and refilling it with explosives?

World: hehehe, look like all those crazies burn their stockpiles on Ukrainians. Win-win for us: no more shells in Russia and more young educated Ukrainians immigrate to toil for literally free.

  Yes, Russians can do that. But they won't. Why would they? They still see that in perspective they would gain more eventually than they lose in the process.
