If your going build a mass movement why continually speak to people who already largely agree with you? Isn't the point of agitation and education to be as broad as possible, so that organizing efforts are more effective?
You need a cadre of true believers first. The Russian, Chinese, and Cuban Revolutions (and most revolutions) weren't mass movement, but a strategic attack on urban seats of power by a small percentage of the population...unless someone still believes corrupted electoral politics can bring about reform.
