Somehow I doubt the trend away from reading for recreation has anything to do with the retail price of books.

I'd tend to agree but every little bit helps.
Also consider the effect of redirecting fractions of the cost to deploy warships and effective regime change of a sovereign country towards the funding of libraries.

BTW: Reducing or removing VAT will rarely if ever benefit the consumer. Companies try to price close to the price you are willing to pay. So if you are used to pay a price with VAT included you will probably pay the same price without VAT.

Or it's to increase profit for the book industry.

As long as we're stuck with the current socioeconomic system I'd rather see trash-ass publishing companies get that money than the defense industry.
