As a Dutch person, I don't know this source or the one it's referring to, and I can't find the report on the NCTV's own website, even when I search for the mentioned name (I can only find one from 2022, that doesn't seem to mention Israel).
The document is here. Israel is mentioned multiple times in it, though most times as a target of threats. However, there's also this (DeepL translation):
Israel also seeks to influence political and public opinion abroad, including Netherlands. This was illustrated by the distribution of a report by the Israeli Ministry of Diaspora and Anti-Semitism, following disturbances surrounding the Ajax-Maccabi Tel Aviv soccer match in November 2024. The report was not shared with the Dutch government through official channels, but was sent specifically to specific politicians and journalists. This tracks, although "designates a threat" sounds like a bigger deal than highlighting these two widely-reported actions, i.e. I understand why this didn't make the news here. It certainly doesn't signify a sudden change in Dutch policy vis a vis Israel.
I think it's a collaboratively created document which, as you noticed, used to be hosted on the site of NCTV but is now hosted on the site of AIVD. :)

For context: that's the The Hague invasion act, which basically says that the US president doesn't have to ask US congress for approval to invade the Netherlands if the ICC prosecutes US government employees.
Of course, that has nothing to do with caring about the reliability of your information and looking for sources.
It is a bit broader than that:
A) it is not restricted to the Netherlands. Any country holding a covered person at request of the ICC is fair game.
B) It is not restricted to US persons. NATO members and major non-NATO allied are covered as well, so long as they: are not party to the ICC and wishes to be exempt from ICC jurisdiction.
C) It is not restricted to government employees. Anyone working on behalf of the government qualifies.
