If you speak Kremlin, that's their way of saying that they want us to think that they are considering using nuclear weapons. It's the younger-sibling-on-a-road-trip's "I'm not touching you" of nuclear threats.
Interesting point. Sadly, I don't speak Kremlin. Are there good reasons or past experiences which support that it's "the younger sibling"?
At first, taken for itself, this sounds to me like the usual nuclear de-escalation talk and not the other way around.
