If a body camera "experiences unexpected failure", and especially if they admit they intentionally turned them off, any claims made by the should be assumed false and any claims made by people who have no way of knowing if the cameras are on should be believed.
As they like to say, "if you've got nothing to hide then why aren't you okay with the camera on all the time"
