Why would he use the government issued email address for anything?
- I could see a lot of practical reasons various departments would want to exclusively use official email addresses...but honestly, the guy just doesn't seem very smart or good at thinking things through.

- He may need to use it to communicate with any actual government employees without getting caught in spam filters
