The extra attack is not a fighter class feature in 3.5e. It's just a part of the rules, and all martial characters get it at the same level, with less martial characters like rogues and clerics getting it shortly afterwards.
Even in 5e, getting 7 ASIs (and thus multiple opportunities for feats, since with point buy or standard array you can max out your attack stat and constitution with only 4) as opposed to the rogue's 6 or the usual 5 is one of the class' selling point. Of course it's not as big of a difference as in 3.5.
