My understanding is that he was required by law to maintain Israel's military advantage, and that rescinding that responsibility would've required congress to actually do something. Not that it necessarily removes Biden's culpability; it might not, and he may have had avenues to pursue. I don't know. But my understanding is that the US would've been in violation of treaties if they had tried, and that's a whole can of worms. So "actively participated" may not entirely be fair here.
