For anyone else like me who doesn't know what ICE is (I've been hearing a lot about it lately and I'm from Greece), turns out the name is rather misleading.
It stands for Immigration and Customs Enforcement (ICE)
More context: in the US illegal immigration is considered a misdemeanor (like jaywalking), and ICE didn’t exist before 9/11.
It's fucked up that even such a thing as jaywalking exists. I know you wanted a comparable example, but it's quite dystopian.
Jaywalking likely exists because of lobbying from insurance companies. If someone gets into an accident avoiding or even hitting a pedestrian, it places the pedestrian at fault and makes the insurance companies non liable for paying out money to fix damages.
