  According to the US / Israel, they're holding up food, making it difficult to access, making it get stuck in transit, making it get lost, making zero effort to facilitate / distribute, making it dangerous for people to solve it themselves, etc.
  But they never triggered the video game-like definition of genocide. They didn't use god-like powers to absolutely withhold food. They didn't declare "I'm doing a genocide." Technically some people could eat sometimes, and some pencil pusher can't change definitions on the fly, therefore no genocide.
