It's much more parseable with punctuation:
James, while John had had "had", had had "had had". "Had had" had had a better effect on the teacher.

Well, that worked. Still, it seems off. If someone were actually writing or saying that, they would most likely use "said" or "wrote" for a at least a couple of those hads.
