No name was mentioned in the article. The driver being cleared of "terorrism" this quickly almost always means one thing.
A quick Google search will pull up names and pictures. The dude is Asian, and I think potentially Filipino himself.

They are saying that attacker has mental health issues. He may not hate Philippinos specifically, but hating people in general is apparently not terrorism.
Please look up the word "terrorism" in a dictionary.

As far as we and the police know, there was no political or religious agenda here. Again, as far as they know, this was not a planned attack. This is fucked up and really fucking heartbreaking situation but it is not, by definition, a terrorist attack.
It's been used as a political hammer for a long time. For example, cartels operate like business, but are qualified as terrorist organizations by the US.
And Israel isn't. Which is hilarious. Words don't seem to mean shit to Americans.
