If we wanted to be a mod of a community that exist, but the community has only 1 mod that has not been active, how can we join the mod team?

Hello. If I wanted to be a mod for a community that does not have more than one mod and said mod has not been active in 2 years, I assume from what I have seen, how can we join this as a mod to help give it life?
